The Papers of Rear Admiral Paul Heineman concern convoy escort and anti-submarine warfare in the Atlantic during World War II. There are three series: Series I, Escort Logs, holds logs from convoys commanded by Heineman. In Series II are Subject Files kept by Heineman while commanding officer USS Moffett. They continue through his service with Destroyer Division 13, Task Unit 24.1.3, and Fleet Anti-submarine Warfare Officer. Finally, Series III contains Subject Files of Destroyer Division 13 under Commander R.E. Webb, D.L. Ryan, and Heineman.

Paul Ralph Heineman was born on 7 December 1897 in Philadelphia, Pennsylvania. He attended Northeast High School and Central Manual Training School before his appointment to the U.S. Naval Academy in 1916. As a Midshipman he served during World War I on USS New Jersey, Oklahoma, and Vermont. Graduated and commissioned Ensign in June 1919, he attained the rank of Captain to date from 18 June 1942.
